Painting Contractor SEO Built on the Lead Paint and Condo Rules

Painting contractor SEO in Southwest Florida has a rule hiding inside it: under the federal lead paint rule, a firm that is not EPA certified may not even claim on its website that it does covered work in a home built before 1978. Add Florida's ban on local painting licenses and the condo law that makes every association budget for repainting, and the painter who explains those rules clearly wins the bid.

In one paragraph

Painting contractor SEO is the work of making a residential and commercial painting company the most credible search and AI answer for homeowners, condo boards and property managers choosing a painter, built on the federal lead paint rule, Florida licensing law, condo and HOA statutes and the permit rules of the places it works. SEO Elite Agency builds that for painting contractors across Naples and Southwest Florida, month to month, starting with a free audit.

How Many People Search for Painters in Naples and Fort Myers?

In the Ft. Myers-Naples market, "interior painting" averaged 480 Google searches a month, "painting company" 390, "painting contractors" 260, "house painters" 140, and "painters" and "exterior painting" 110 each (Google Keyword Planner, 2026). That is about 1,490 searches a month, and "painting contractors" carried a top-of-page bid as high as $60.26 (Google Keyword Planner, 2026).

We read these numbers ourselves in Google Keyword Planner on October 15, 2026, for the Ft. Myers-Naples DMA, covering October 2025 through September 2026.

The trend lines are mixed. "Painting contractors" rose 23 percent over the latest three months, while "interior painting" fell 59 percent and "painting company" fell 48 percent over the same period (Google Keyword Planner, 2026). One year of planner data cannot separate a seasonal swing from a trend, so we plan around the averages.

The split between interior and exterior searches matters more than the totals. Interior jobs and exterior jobs have different buyers, different seasons and, as the next sections show, different rules. A site with one painting page cannot answer both well. We build separate pages for interior, exterior, cabinets, condo and HOA repaints and commercial work, each tied to real jobs in real places.

Does the EPA Lead Paint Rule Apply to Painters in Florida?

Yes, for paid work in pre-1978 homes and child-occupied facilities. The federal Renovation, Repair and Painting rule "applies to all renovations performed for compensation in target housing and child-occupied facilities" (EPA RRP Rule 40 CFR 745 Subpart E, 2026), and Florida does not run its own program, so EPA administers it here (U.S. EPA RRP program page, 2026).

The rule defines its targets. "Target housing means any housing constructed prior to 1978, except housing for the elderly or persons with disabilities or any 0-bedroom dwelling (unless any child who is less than 6 years of age resides or is expected to reside in such housing)" (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Painting prep counts: renovation includes work "that results in the disturbance of painted surfaces," including "surface preparation activity (such as sanding, scraping, or other such activities that may generate paint dust)" (EPA RRP Rule 40 CFR 745 Subpart E, 2026).

Small jobs have a threshold. The minor repair exception covers work that disturbs "6 square feet or less of painted surface per room for interior activities or 20 square feet or less of painted surface for exterior activities," and "Jobs, other than emergency renovations, performed in the same room within the same 30 days must be considered the same job" (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Testing is optional, but EPA says "unless you have documentation that the paint is not lead-based, then the requirements of the RRP Rule apply" (U.S. EPA RRP contractors page, 2026).

EPA lists the states that run their own programs, and Florida is not among them: "EPA administers the RRP Program in most Tribes, states and territories, but has authorized the following to operate their own programs" (U.S. EPA RRP program page, 2026), followed by a list that does not include Florida. EPA also says "Approximately three-quarters of the homes in the United States built before 1978 still contain some lead-based paint" (U.S. EPA RRP program page, 2026).

One Southwest Florida detail is worth getting right. The elderly exception uses a specific definition: "retirement communities or similar types of housing reserved for households composed of one or more persons 62 years of age or more at the time of initial occupancy" (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Check that definition before assuming an age-restricted community falls outside the rule.

Target housing means homes built before 1978

“Target housing means any housing constructed prior to 1978”

Elderly housing has a specific definition

“retirement communities or similar types of housing reserved for households composed of one or more persons 62 years of age or more at the time of initial occupancy”

The exceptions, read with the child caveat

“Target housing means any housing constructed prior to 1978, except housing for the elderly or persons with disabilities or any 0-bedroom dwelling (unless any child who is less than 6 years of age resides or is expected to reside in such housing)”

Small enough for the minor repair exception

“6 square feet or less of painted surface per room for interior activities or 20 square feet or less of painted surface for exterior activities”

Without paperwork showing no lead paint, the rule applies

“unless you have documentation that the paint is not lead-based, then the requirements of the RRP Rule apply”

Can a Painting Company Advertise Without EPA Lead-Safe Certification?

Not for covered work. The rule says "no firm may perform, offer, or claim to perform renovations without certification from EPA" in pre-1978 homes or child-occupied facilities (EPA RRP Rule 40 CFR 745 Subpart E, 2026), and EPA says firms "cannot advertise or perform" covered renovation activities without firm certification (U.S. EPA RRP contractors page, 2026). For a painter, the website itself is in scope.

EPA names the trade directly. Covered firms include "Special trade contractors, including painters, plumbers, carpenters and electricians," and "Painting preparation" is listed among covered activities (U.S. EPA RRP contractors page, 2026). EPA adds that "This includes all firms, even sole proprietorships" (U.S. EPA RRP program page, 2026).

Certification has two layers. "Firms that perform renovations for compensation must electronically apply to EPA for certification," the certificate runs "not more than 5 years," and "A certified renovator is assigned to each renovation performed by the firm" (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Every worker must be a certified renovator or trained by one, and individual certification comes from an EPA-accredited course with a refresher due within 5 years (EPA RRP Rule 40 CFR 745 Subpart E, 2026).

Certification is also a marketing asset. EPA says the approval email includes a personalized "Lead-Safe Certified Firm" logo, and "Feel free to use the logo on your advertising materials in accordance with the logo use guidelines" (U.S. EPA firm certification page, 2026). EPA lists the firm fee as "Renovation Firm Certification/Recertification $300" (U.S. EPA firm certification page, 2026).

So the first page to fix is the services page. If the firm is certified, the site should say so, show the logo under EPA's guidelines and explain what that means for a homeowner in an older house. If it is not, the site should not offer interior or exterior work in pre-1978 homes until it is.

What Does a Lead-Safe Paint Job Require on Site?

Paperwork, containment and records. No more than 60 days before work in pre-1978 housing, the firm must give the owner EPA's Renovate Right pamphlet and get a written acknowledgment (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Exterior jobs must close doors and windows within 20 feet and cover the ground 10 feet out, and records are kept 3 years (EPA RRP Rule 40 CFR 745 Subpart E, 2026).

The pre-job step is specific. "No more than 60 days before beginning renovation activities in any residential dwelling unit of target housing," the firm must provide the pamphlet and "Obtain, from the owner, a written acknowledgment that the owner has received the pamphlet," or "Obtain a certificate of mailing at least 7 days prior to the renovation" (EPA RRP Rule 40 CFR 745 Subpart E, 2026). For condo and apartment common areas, the firm must "Notify in writing, or ensure written notification of, each affected unit" (EPA RRP Rule 40 CFR 745 Subpart E, 2026).

Some methods are banned outright. "Open-flame burning or torching of painted surfaces is prohibited," power sanding and blasting are prohibited unless the machines have shrouds and HEPA attachments, and "Operating a heat gun on painted surfaces is permitted only at temperatures below 1,100 degrees Fahrenheit" (EPA RRP Rule 40 CFR 745 Subpart E, 2026).

Exterior containment is measured. Firms must "Close all doors and windows within 20 feet of the renovation" and cover the ground "extending 10 feet beyond the perimeter of surfaces undergoing renovation," with vertical containment when work is within 10 feet of the property line (EPA RRP Rule 40 CFR 745 Subpart E, 2026). Records must be kept "for a period of 3 years following completion of the renovation," and violators may face "civil and criminal sanctions" for each violation (EPA RRP Rule 40 CFR 745 Subpart E, 2026). The federal penalty table lists $49,772 per violation for the relevant TSCA section (EPA civil penalty table 40 CFR 19.4, 2026).

Storm repairs are not an escape hatch. EPA says "re-painting any water-stained walls or ceilings resulting from the pipe break" would be subject to the rule once the emergency is over (U.S. EPA post-disaster renovations page, 2026). That line belongs on any water-damage repaint page.

How Many Southwest Florida Homes Were Built Before 1980?

The Census Bureau estimates that 39,790 of Collier County's 239,406 housing units and 86,924 of Lee County's 441,194 were built in 1979 or earlier (U.S. Census Bureau, 2024). The survey groups 1970 to 1979 together, so the pre-1978 count that triggers the lead rule sits somewhere between the 1969-or-earlier and 1979-or-earlier totals.

We worked these numbers from the American Community Survey 2020 to 2024 five-year table on year structure built. In Collier County, 11,992 units were built in 1969 or earlier, about 5.0 percent of all housing, and 39,790 in 1979 or earlier, about 16.6 percent (U.S. Census Bureau, 2024). In Lee County, 31,878 were built in 1969 or earlier, about 7.2 percent, and 86,924 in 1979 or earlier, about 19.7 percent (U.S. Census Bureau, 2024).

Those are survey estimates with margins of error, and they count all housing units, including the elderly housing and studio units the rule exempts. They do not tell anyone how many homes contain lead paint. What they do show is that housing old enough to fall under the rule is a real share of the local market in both counties.

That points to the pages worth building: neighborhood pages for the older areas you actually work in, written with the lead-safe process front and center, and a plain-English page for owners of older homes about what a certified painter does differently.

Do Painting Contractors Need a License in Florida?

Generally not a local one. Florida law lists painting and pressure washing among job scopes for which a local government may not require a license, and says a local government "may not require a state or local license to obtain a permit for such job scopes" (Florida Statutes section 489.117, 2026). The state licensing agency lists painting as work that needs no DBPR license.

The statute's list begins "painting; flooring; cabinetry;" and continues through "plastering; pressure washing; stuccoing; caulking; and canvas awning and ornamental iron installation" (Florida Statutes section 489.117, 2026). There is one carve-out: a local government "may continue to offer a license for" "rooftop painting, coating, and cleaning above three stories in height" if it required one before January 1, 2021 (Florida Statutes section 489.117, 2026). Collier County's trades list still includes "Roof Cleaning, Coating, and Painting (above 3 stories in height)" (Collier County Certificate of Competency Trades List, 2026).

Lee County cleared its books in 2023. Its code says "a license is no longer required to perform the scope of work under the following Lee County local license categories," and the list includes "Painting contractor," "Paint and roof paint," "Roof painting" and "Sandblasting contractor" (Lee County Code of Ordinances chapter 16.5, 2026). DBPR lists "Paint; install cabinets, wood or tile flooring, and insulation regardless of compensation" in its column of work that does not need a DBPR license, and tells readers to check local business tax and competency rules (Florida Department of Business and Professional Regulation, 2026).

The advertising rules still bite. Florida's small-job exemption under $2,500 does not apply "To a person who advertises that he or she is a contractor or otherwise represents that he or she is qualified to engage in contracting" (Florida Statutes section 489.103, 2026), and it is unlawful to "advertise himself or herself or a business organization as available to engage in the business or act in the capacity of a contractor without being duly registered or certified" (Florida Statutes section 489.127, 2026). A painter who also advertises drywall, carpentry or stucco repair should check each scope before it goes on the site.

So the credential that matters most for a painter's website is not a state license. It is the EPA firm certification, the insurance, and the work itself.

Does a Painting Job Need a Permit in Collier or Cape Coral?

In Collier County, painting is already exempt from building permits by county ordinance, with no exemption request needed (Collier County permit exemption notice, 2026). Cape Coral lists interior and exterior painting as work that "may be considered" for the state's under-$7,500 exemption, and warns that exempt from a permit does not mean no notice to the city (City of Cape Coral HB 803 page, 2026).

Collier's notice says "Items already exempt from building permits by Collier County ordinance Sec 22-26 do not require a request for exemption" (Collier County permit exemption notice, 2026). Its building list includes "Painting/wallpaper" (Collier County permit exemption notice, 2026). For detached single-family homes it also lists "Cabinetry, countertops, painting, papering, tiling, carpeting, and other similar finish work" (Collier County permit exemption notice, 2026).

Flood zones add a step. Collier says "Projects located within a designated flood hazard area are required to comply with the substantial improvement requirements and submit a cost breakdown for any work which may be exempted from permits" (Collier County permit exemption notice, 2026). A repaint that is part of a larger renovation can count toward that cost, so a painter working in flood zones should know how the owner's project is being measured.

Cape Coral's page on the 2026 state exemption lists "Interior and exterior painting" among examples that "may be considered for exemption eligibility review," and says "Because more than 60% of Cape Coral is within the Special Flood Hazard Area and the exemption excludes many common types of residential work, relatively few projects are expected to qualify" (City of Cape Coral HB 803 page, 2026). It adds that "exempt from a permit" does not mean "no notice" to the city (City of Cape Coral HB 803 page, 2026).

We did not find a painting permit rule for unincorporated Lee County or the City of Naples in the sources we could read, so those pages should be built from what each department says in writing. The City of Naples does require upkeep: "Peeling paint is prohibited and surfaces shall be repainted" (City of Naples Code section 16-285, 2026).

Why Do Condo Associations Have to Budget for Painting?

Because Florida law says so. Every condo budget must include reserve accounts that "include, but are not limited to, roof replacement, building painting, and pavement resurfacing" (Florida Statutes section 718.112, 2026), and the structural integrity reserve study for buildings three habitable stories or higher must cover "Waterproofing and exterior painting." That makes condo boards a planned, recurring market.

The reserve rule applies "regardless of the amount of deferred maintenance expense or replacement cost" (Florida Statutes section 718.112, 2026). The structural integrity reserve study applies to "each building on the condominium property that is three habitable stories or higher in height" and must be completed "at least every 10 years," with waterproofing and exterior painting on its list (Florida Statutes section 718.112, 2026).

For a painting company, that means the board is required to plan and fund a repaint before it happens. A page written for condo boards and managers, explaining how you scope a repaint against the reserve study, how you schedule around residents and how lead-safe rules apply to older buildings and common areas, speaks to a buyer most painting sites ignore.

Condo law also sets who decides. "Maintenance of the common elements is the responsibility of the association," and where the declaration is silent, material alterations need "75 percent of the total voting interests" (Florida Statutes section 718.113, 2026). The statute does not say whether a color change is a material alteration, so a painter should ask to see the board's authority before a color change starts.

Can an HOA Reject a Homeowner's Paint Choice?

Only within its documents. Florida law limits HOA review of exterior appearance to what is "specifically stated or reasonably inferred" in the declaration or published guidelines, requires even enforcement, and requires a written denial that cites the specific rule (Florida Statutes section 720.3035, 2026). The statute does not mention paint or color, so the community's own guidelines decide.

The statute says the association "must reasonably and equitably apply and enforce on all parcel owners the architectural and construction improvement standards" (Florida Statutes section 720.3035, 2026). Where published guidelines provide options "for the use of material," design or location, the association may not "restrict the right of a parcel owner to select from the options provided" (Florida Statutes section 720.3035, 2026). The text speaks of material, size, design and location; it does not use the word color.

A denial must come in writing "stating with specificity the rule or covenant on which the association or committee relied when denying the request or application" (Florida Statutes section 720.3035, 2026), and the association "may not require a building permit to be issued by a governmental authority to a parcel owner as a prerequisite for review" (Florida Statutes section 720.3035, 2026).

A practical HOA page helps both sides: how to read a community's approved palette, what to submit with an application, how long reviews take in the communities you serve, and what a denial letter must contain. A homeowner who reads that page before calling already sees you as the painter who knows how approvals work.

Does the EPA lead paint rule apply to painting in Naples?

Yes, for paid work in homes built before 1978 and child-occupied facilities, above the minor repair thresholds. Florida does not run its own program, so EPA administers the rule here (U.S. EPA RRP program page, 2026), and the painting firm must be EPA certified.

Perplexity

Can a painter advertise lead-safe work without certification?

No. The federal rule says no firm may perform, offer or claim to perform covered renovations without EPA certification (EPA RRP Rule 40 CFR 745 Subpart E, 2026). EPA says firms cannot advertise covered work in pre-1978 homes without firm certification.

What to Build First: Painting Contractor SEO in Naples and Fort Myers

Start by fixing the services page against the lead paint rule: certification shown if you hold it, covered work not offered if you do not. Then a lead-safe page for owners of older homes, a condo board page, an HOA approval page, and separate interior, exterior and cabinet pages. Then neighborhood pages for the older areas you actually work in.

A concrete order of work for a Southwest Florida painting company.

  1. First

the compliance pass: every page that offers interior or exterior work in older homes either shows the EPA firm certification or stops offering that work.

  2. Second

    the lead-safe page.

  3. Third

the condo board page built around reserves and the structural integrity reserve study.

  4. Fourth

    the HOA approval page.

  5. Then

the places. Naples requires peeling paint to be repainted, and Cape Coral sits largely in the flood zone, which shapes how exemptions work there. Fort Myers and Bonita Springs have their own building departments, so their pages start from what those departments say. Unincorporated Lee County repealed its painting licenses in 2023.

  6. Then

the project pages: interior, exterior, cabinets, commercial and condo repaints, each tied to real jobs with photographs. A complete Business Profile with the same photographs and steady reviews confirm what the site claims. If you also pressure wash, the pressure washing guide covers that side.

If you would rather have this built and maintained than written between jobs, that is what we do, month to month, from Naples.
