Time zone determines when a day starts for budgeting and reporting, which quietly decides what a daily budget even means. Country or region shapes billing and verification, and for a business that operates across borders it is the setting most likely to be chosen carelessly.

The practical rule is simple and it costs nothing: decide all three deliberately before anyone opens the signup flow, and write them down. A business that discovers the wrong currency three months in has one remedy, which is a new account and the loss of whatever history the old one accumulated.

One Name Becomes Three, and Two of Them Pause Your Ads to Change

OpenAI states that "the advertiser name you enter initially becomes your Account Name, Brand Name, and Legal Name" (OpenAI Help, 2026). Brand Name changes later "trigger brand review and pause ad serving until the new name is approved", and Legal Name changes "restart business review and may pause ad serving" (OpenAI Help, 2026).

This is the trap that catches careful operators, because the form asks for one thing and quietly sets three.

OpenAI confirms that "the advertiser name you enter initially becomes your Account Name, Brand Name, and Legal Name" (OpenAI Help, 2026). Those three do different jobs. Brand Name is "the public name shown alongside your ads in ChatGPT", while Legal Name is "your business’s registered legal name, used for billing and business verification" (OpenAI Help, 2026).

For most businesses those are not the same string. The registered entity carries a suffix that nobody wants printed beside an ad, and the trading name is not what the billing system should verify against. Typing one value sets both, and you will want to separate them.

The cost of separating them later is the part worth planning around. OpenAI states that "Brand Name changes trigger brand review and pause ad serving until the new name is approved" and that "Legal Name changes restart business review and may pause ad serving" (OpenAI Help, 2026).

So the sequencing is obvious once you know it. Enter the exact registered legal name at signup so verification passes first time, then change the Brand Name to the public one immediately, before any campaign is running. A pause in ad serving costs nothing when nothing is serving yet. The same edit made a month later stops a working campaign.

If OpenAI Cannot Reach Your Landing Page, the Account Fails Review

OpenAI states that "OAI-AdsBot is used to validate the safety of web pages submitted as ads on ChatGPT" and that it "may visit the landing page to ensure it complies with our policies" (OpenAI, 2026). If your own security stack blocks that crawler, the review simply fails.

This is the section we can write from experience rather than documentation, because it happened to this agency.

OpenAI describes the crawler plainly: "OAI-AdsBot is used to validate the safety of web pages submitted as ads on ChatGPT. When you submit an ad, OpenAI may visit the landing page to ensure it complies with our policies" (OpenAI, 2026). Our own account review came back with a message saying the business website could not be accessed.

The cause was not the website. It was our own content delivery network, which was serving an automated-traffic challenge to clients that cannot run JavaScript. A crawler does not run JavaScript, so it received a challenge page with no content at an error status and reported, correctly, that it could not see a website. Static files were being served normally the whole time, which is why nothing looked wrong from a browser.

Two details make this worth checking before you advertise rather than after. The crawler is specific, so a security product that allows well-known search crawlers may not recognize this one at all, and a general "allow verified bots" setting is no guarantee. And the published address ranges are narrow enough that a precise allowance is straightforward, which is the right fix rather than disabling protection broadly.

There is a second reason to care that has nothing to do with approval. OpenAI also states it "may also use content from the landing page to determine when it’s most relevant to show the ad to users" (OpenAI, 2026). The page is therefore an input to targeting, not just a compliance check. A thin or blocked landing page is costing relevance even on an account that passed review.

The Payment Threshold Is Not a Spend Cap, and You Cannot Change It

ChatGPT Ads uses "a postpay billing model that charges advertisers after ads have been delivered" (OpenAI Help, 2026). The payment threshold decides when your card is charged and "is not the same as a campaign budget and is not an account spend cap" (OpenAI Help, 2026).

The billing model is the one most people misread, because a threshold looks like a limit and is not.

ChatGPT Ads bills after delivery: "a postpay billing model that charges advertisers after ads have been delivered" (OpenAI Help, 2026). Each account is assigned a payment threshold that determines how much unpaid spend accrues before the card is charged, and OpenAI is direct that this "is not the same as a campaign budget and is not an account spend cap" (OpenAI Help, 2026). Reaching it triggers a charge and delivery continues.

It is also outside your control. OpenAI states that "you cannot manually change your payment threshold, and our support team will not change thresholds on behalf of advertisers" (OpenAI Help, 2026). There is no negotiating it, which means the control that actually limits spend has to be the campaign budget.

One more gap worth knowing before you assume a safety net exists. An account-wide daily spending limit does exist in the product, but OpenAI notes it "is not available for self-serve card-billed advertisers" (OpenAI Help, 2026). If you are paying by card, the campaign budget is the only brake you have.

The Daily Budget Is an Average, and the Dashboard Lags Behind the Spend

A daily budget "is not a same-day spending limit" and spend "may be up to twice your selected daily budget on an individual day" while not exceeding seven times across the week (OpenAI Help, 2026). Separately, "spend insights may be delayed 7-8 hours" (OpenAI Help, 2026).

Two mechanics that together explain most of the alarm a new ChatGPT Ads account generates.

The daily budget is an average rather than a ceiling. OpenAI states it "is not a same-day spending limit" and that "billed media spend may be up to twice your selected daily budget on an individual day, but will not exceed seven times your daily budget over the applicable seven-day period" (OpenAI Help, 2026). A day that looks like an overspend is usually the system using headroom from a quieter day, which is working as designed.

There is also a one-way switch in the budget type. You can move a campaign from a total budget to a daily budget, but OpenAI notes "you cannot switch that campaign back to a campaign-total budget" (OpenAI Help, 2026). That is worth knowing before the change rather than after.

Then the reporting lag, which causes the opposite panic. Impressions, clicks and click-through rate "refresh approximately every 15 minutes", while "spend insights may be delayed 7-8 hours" (OpenAI Help, 2026). OpenAI adds the warning that matters: "a zero or delayed spend total does not mean that no charges are accruing" (OpenAI Help, 2026). An account that appears to be spending nothing on its first morning is usually spending normally and reporting late.

Who Should Be Advertising in ChatGPT, and Who Should Wait

The product is in beta and the documentation changes week to week. That suits businesses with a researched, high-value purchase and the patience to learn a new surface, and it does not suit a business that needs predictable lead volume this month.

The honest framing is that this is an early surface. The help documentation we re-read while writing this page had been updated within hours, which tells you how fast the product is moving. Anyone who claims a settled playbook for it is describing something that did not exist last week.

It suits a business whose buyer researches before purchasing, where a conversation with an assistant is a plausible step in that research. Professional services, considered medical and aesthetic work, high-ticket home projects and complex B2B purchases all fit that description. It suits a business that can tolerate a learning period rather than one that needs a fixed number of leads by the end of the month.

It suits less well the business whose demand is urgent and local, where someone already knows what they need and is typing it into a search box. First, confirm OpenAI’s crawler can actually reach the landing pages.
