# Stucco Contractor SEO Built on Florida Code, Permits and Condo Rules

Stucco contractor SEO in Southwest Florida starts with what the buyer is actually searching for, which is mostly repair. A homeowner with a cracked wall, a condo board facing a milestone inspection and a builder who needs a lath inspection passed all want the same thing from your site: proof that you know the Florida code, the local permit rules and the licensing law better than the next company.

In one paragraph

Stucco contractor SEO is the work of making a stucco, plastering and lath company the most credible search and AI answer for homeowners, condo associations and builders, built on the Florida Building Code stucco sections, each jurisdiction's permit rules, Florida contractor licensing and the condo inspection laws that create repair work. ## How Many People Search for Stucco Work in Naples and Fort Myers?

In the Ft. Myers-Naples market, "stucco repair" averaged 480 Google searches a month, "stucco installation" 110, "stucco contractor" 40 and "stucco crack repair" 30 ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)). That is about 660 searches a month, and "stucco repair" carried a top-of-page bid as high as $42.53 ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)).

We read these numbers ourselves in Google Keyword Planner on October 15, 2026, for the Ft. Myers-Naples DMA, covering October 2025 through September 2026.

The shape of that demand matters more than the total. Repair searches outnumber installation searches more than four to one ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)), and only 40 searches a month name a "stucco contractor" at all ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)). The buyer types the problem: a crack, a stain, a patch that does not match. A stucco site built around a single services page answers none of those searches. A repair page, a crack page and a page on matching texture and color after a repair are where the volume sits.

The agency pages that rank for stucco contractor marketing do not help here. We read five of them on October 16, 2026, and none of the five names Naples, Fort Myers, Collier County, Lee County, the Florida Building Code or a condo milestone inspection. They are national templates. A Southwest Florida stucco company that publishes the local rules below is writing pages nobody else in its market has.

Paying $42 a click for a repair search is a choice. Ranking for the questions a homeowner asks before calling, does this crack matter, does it need a permit, who is allowed to fix it, is the cheaper way to fill the schedule.

## Does a Stucco Contractor Need a License in Florida?

Usually not for the stucco itself. Florida lists plastering and stuccoing among job scopes for which a local government may not require a license, and says it "may not require a state or local license to obtain a permit for such job scopes" ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)). Lee County and Cape Coral have dropped their local stucco cards. Collier County still lists one, so we treat Collier separately.

The statute's list reads "plastering; pressure washing; stuccoing; caulking; and canvas awning and ornamental iron installation" ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)). That is the rule a stucco company should state plainly on its site, with the citation, instead of implying a license it does not need.

Lee County lists "Plastering/stucco contractor." among the local license categories that are no longer required ([Lee County Code of Ordinances chapter 16.5, 2026](https://library.municode.com/fl/lee_county/codes/code_of_ordinances?nodeId=PTIICOOR_CH16.5LECOCOLI)). Lee kept a second category, "Plastering, lathing, stucco and drywall." as a grandfathered license, and "Grandfathered local licenses are vested to the current license holder and are not transferable to any other individual" ([Lee County Code of Ordinances chapter 16.5, 2026](https://library.municode.com/fl/lee_county/codes/code_of_ordinances?nodeId=PTIICOOR_CH16.5LECOCOLI)). The renewal deadline is June 30 each year, and a holder who lets it lapse needs a state license to keep doing that scope ([Lee County Code of Ordinances chapter 16.5, 2026](https://library.municode.com/fl/lee_county/codes/code_of_ordinances?nodeId=PTIICOOR_CH16.5LECOCOLI)).

Cape Coral lists "Plastering and Stucco License no longer required" in its table of trades and permits ([City of Cape Coral zoning compliance page, 2026](https://www.capecoral.gov/departments/development_services/code_compliance_division/zoning_compliance.php)), and the city no longer issues local contractor licenses at all.

Collier is the exception to check. Its May 2026 trades list still includes a "Plastering Contractor" card under specialty trades ([Collier County Certificate of Competency Trades List, 2026](https://www.collier.gov/files/assets/county/v/2/growth-management/documents/contractor-licensing/local-licenses/trades-list.pdf)). Collier's code defines that contractor as one qualified "to coat surfaces, including lathing and drywall, with a mixture of sand or other aggregate gypsum plaster, Portland cement or quicklime and water" ([Collier County Code of Ordinances section 22-162, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTVBUTR_DIV1GE_S22-162DECOQU)), and it defines a separate "Exterior covering by artificial stucco system contractor" card for EIFS and one-coat systems ([Collier County Code of Ordinances section 22-162, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTVBUTR_DIV1GE_S22-162DECOQU)).

Why does Collier still list it? Florida lets a county that contains an area of critical state concern keep offering a license it imposed before January 1, 2021 ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)), and Collier's Big Cypress Area "is hereby designated as an area of critical state concern" ([Florida Statutes section 380.055, 2026](https://www.flsenate.gov/Laws/Statutes/2026/380.055)). Whether Collier requires the card to pull a stucco permit, or only offers it, is a question we put to Collier Contractor Licensing before writing a Collier page, and a stucco company should do the same before its site says either.

Stucco work can also cross into work that does need a state license. The state licensing agency says a person paid to "make structural alterations to load bearing walls" needs a state contractor license ([Florida DBPR license page, 2026](https://www2.myfloridalicense.com/services-requiring-a-dbpr-license/)). Its page does not mention stucco, plaster or lath, so the line is the structural work, not the finish.

## What Can a Stucco Company Say in Its Advertising?

Florida requires a registered or certified contractor to print its license number "in each offer of services, business proposal, bid, contract, or advertisement, regardless of medium" ([Florida Statutes section 489.119, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.119)). The same statute lets a local government fine an unlicensed person who claims to be licensed or insured without the license or the coverage. Your website is an advertisement.

The fine applies to a person who "Claims to be insured in any offer of services, business proposal, bid, contract, or advertisement, but whose performance of the subject work is not covered by a general liability or workers' compensation insurance policy" ([Florida Statutes section 489.119, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.119)). A stucco company that claims to be licensed and insured in its header should be able to show both, for the work described on the page.

If the company holds a Collier certificate of competency, Collier adds its own rule: the qualifier's certificate number goes "on all advertising mediums used by the contractor, including but not limited to, contracts, brochures, business cards and vehicles used in their trade or business" ([Collier County Code of Ordinances section 22-167, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTVBUTR_DIV1GE_S22-167COIDREALADME)). On vehicles, "The minimum height of each number or letter affixed to and displayed on vehicles shall be two inches" ([Collier County Code of Ordinances section 22-167, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTVBUTR_DIV1GE_S22-167COIDREALADME)).

Where a job moves into licensed work, such as a load-bearing wall, the small-job exemption for work under $2,500 does not help an advertiser, because it does not apply "To a person who advertises that he or she is a contractor or otherwise represents that he or she is qualified to engage in contracting" ([Florida Statutes section 489.103, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.103)).

For SEO this is useful, not just a compliance chore. A page that states which license you hold, which you do not need and why, and which insurance covers the work is the page a condo manager forwards to the board.

## What Does the Florida Building Code Require for Stucco?

The 2023 Florida Building Code says cement plaster "shall be not less than three coats where applied over any type of code-approved lath and shall be not less than two coats where directly applied over masonry, concrete, clay brick, stone or tile" ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). It also sets weep screed height, lath material and curing time between coats.

Exterior plaster must follow "ASTM C926, ASTM C1063 or ASTM C1787 and the provisions of this code," and "Lath and lath attachments shall be of corrosion-resistant materials" ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). On frame walls, the weep screed is placed "not less than 4 inches (102 mm) above the earth or 2 inches (51 mm) above paved areas" and must let trapped water drain to the exterior ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)).

Timing is written into the code too. "Each coat shall be kept in a moist condition for at least 48 hours prior to application of the next coat," and on three-coat work the finish coat waits at least seven days after the second coat ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). Over wood-based sheathing, the water-resistive barrier must perform "at least equivalent to two layers of Grade D paper" ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)).

The code treats block and concrete walls differently: "A weather-resistant exterior wall envelope shall not be required over concrete or masonry walls designed in accordance with Chapter 6" and flashed as the code requires ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). The residential thickness table calls for at least 7/8 inch of exterior cement plaster on wire lath and 1/2 inch on masonry walls ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)).

The commercial code adds detail. Masonry and concrete "Surfaces shall be clean, free from efflorescence, sufficiently damp and rough for proper bond," and "Gypsum plaster shall not be used on exterior surfaces" ([Florida Building Code Building chapter 25, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-25-gypsum-board-gypsum-panel-products-and-plaster)). The second coat may vary no more than 1/4 inch under a 5-foot straightedge ([Florida Building Code Building chapter 25, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-25-gypsum-board-gypsum-panel-products-and-plaster)). As a weather covering, three-coat stucco is at least 0.875 inch over a metal plaster base and 0.625 inch over unit masonry, and two-coat work over masonry is at least 0.5 inch ([Florida Building Code Building chapter 14, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-14-exterior-walls)).

These are the numbers an inspector checks and a homeowner can measure. A page that explains coats, curing and weep screed with your own job photographs shows skill in a way a gallery of finished walls cannot.

## Does Stucco Work Need a Permit in Southwest Florida?

Often yes. The building code requires a permit to "construct, enlarge, alter, repair, move, demolish or change the occupancy" of a building, and lath inspections happen "before any plastering is applied" ([Florida Building Code Building chapter 1, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-1-scope-and-administration)). Collier County exempts stucco applied directly to concrete block on detached single-family homes, and the City of Fort Myers lists stucco as needing a permit.

Collier's exemption covers cement plaster "applied directly onto structures constructed of concrete masonry units," and adds "All other applications will require a permit including but not limited to wood, Exterior Insulation Foam System (EIFS), brick, siding, or other application over metal lath or wire lath fabric" ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)). The exemptions are for detached single-family residences only ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)).

Florida also exempts single-family work valued under $7,500 from a building permit, but not on property in a flood hazard area and not for structural work, and the owner or contractor must ask in writing ([Florida Statutes section 553.79, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.79)). Collier's notice says "Beginning July 1st, 2026, certain qualifying work valued under $7500.00 will be exempt from building permits," and "This exemption applies only to single family detached structures" ([Collier County permit exemption notice, 2026](https://www.collier.gov/files/assets/county/v/1/building-plan-review/building/certain-qualifying-work-under-7500.pdf)).

The City of Fort Myers lists "Siding / Stucco" as needing a permit for both residential and commercial work ([City of Fort Myers permit page, 2026](https://fortmyers.gov/1836/Do-I-Need-Permits)). That page carries no date, so we confirm with the city how it handles the $7,500 exemption before writing a Fort Myers stucco page.

Inspectors look for specific defects. Cape Coral's inspection reference lists a "Siding/Lath" inspection with items such as "Control / expansion joints not installed properly" and "Laps on wire mesh not per code" ([City of Cape Coral inspection quick reference, 2020](https://www.capecoral.gov/Documents/Document%20Hub/Permit%20Document%20Center/Guidelines/Documents%20Reports/Cape%20Coral%20Building%20Inspections%20Quick%20Reference.pdf?t=202511181553450)). That checklist cites the 2017 code, not the 2023 code. Lee County lists "110 Soffit/Siding/Wall Covering" among common inspections on a new single-family home ([Lee County Residential Application and Permitting Guide, 2021](https://www.leegov.com/dcd/PermittingDocs/Residential%20Guide.pdf)).

A permits page for each jurisdiction, with the inspection steps your crew prepares for, is exactly what a builder looks for before hiring a new stucco sub.

## How Do Condo Milestone Inspections Create Stucco Work?

Florida condo and co-op buildings three habitable stories or taller need a milestone inspection by December 31 of the year they reach 30 years, or 25 years where the local building official cites salt water, and every 10 years after ([Florida Statutes section 553.899, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.899)). Phase two reports recommend repairs, and repairs for substantial structural deterioration must start within 365 days ([Florida Statutes section 553.899, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.899)).

The law separates surface damage from structural damage. Substantial structural deterioration "does not include surface imperfections such as cracks, distortion, sagging, deflections, misalignment, signs of leakage, or peeling of finishes unless the licensed engineer or architect performing the phase one or phase two inspection determines that such surface imperfections are a sign of substantial structural deterioration" ([Florida Statutes section 553.899, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.899)). Stucco cracks are a surface finding until the engineer says otherwise, and a phase two report must still "Recommend any remedial or preventive repair for any items that are damaged but are not substantial structural deterioration" ([Florida Statutes section 553.899, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.899)).

Collier County gives an association "a total of 150 days from the date of submittal of the phase two inspection report to the Building Official to obtain the necessary permits" for indicated repairs ([Collier County Code of Ordinances section 22-429, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTXIICOCOMAINAGCOCOBUOR_S22-429INRERE)). The City of Naples uses the same 30-year and 25-year schedule and charges a fee for milestone reports ([City of Naples Code section 16-342, 2026](https://library.municode.com/fl/naples/codes/code_of_ordinances?nodeId=PTIICOOR_CH16COREPRMARE_ARTXMAINAGCOCOBUOR_S16-342INRERE)).

Reserve studies point at the wall too. A residential condo building three habitable stories or higher needs a structural integrity reserve study at least every 10 years, and the items it covers include "Waterproofing and exterior painting" ([Florida Statutes section 718.112, 2026](https://www.flsenate.gov/Laws/Statutes/2026/718.112)). There is a rule for contractors in that process: a licensed contractor who bids on the study "must disclose in writing to the association his or her intent to bid on any services related to any maintenance, repair, or replacement that may be recommended by the structural integrity reserve study" ([Florida Statutes section 718.112, 2026](https://www.flsenate.gov/Laws/Statutes/2026/718.112)).

In a condominium, "Maintenance of the common elements is the responsibility of the association," except for limited common elements the declaration assigns to the unit owner ([Florida Statutes section 718.113, 2026](https://www.flsenate.gov/Laws/Statutes/2026/718.113)). For a homeowners association, review of a homeowner's exterior work is allowed only as far as the declaration or published guidelines say, and an association "may not require a building permit to be issued by a governmental authority to a parcel owner as a prerequisite for review" ([Florida Statutes section 720.3035, 2026](https://www.flsenate.gov/Laws/Statutes/2026/720.3035)).

Associations are a different buyer from homeowners, and none of the agency pages we read mentions a milestone inspection. A page that explains milestone and reserve study timing, written for a property manager, is a page no national template has.

## How Does Stucco Hold Up to Southwest Florida Hurricanes and Rain?

Well, when it is built right. After Hurricane Ian, FEMA's assessment team found that stucco was the most common exterior wall covering on homes built under the Florida Building Code, and that "Stucco wall coverings performed well overall with infrequent minor damage noted" ([FEMA P-2342, 2023](https://www.fema.gov/sites/default/files/documents/fema_rm-hurriance-ian-mat-report-12-2023.pdf)). The harder questions are about water and cracking.

FEMA's team wrote that "The most common exterior wall covering on Post-FBC houses observed by the MAT was stucco" ([FEMA P-2342, 2023](https://www.fema.gov/sites/default/files/documents/fema_rm-hurriance-ian-mat-report-12-2023.pdf)). That finding covers homes built under the statewide code. Older homes are a separate question we have not read in that report, so a page should not stretch the finding to every house.

The water side has a long history in Florida. A Florida Building Commission hurricane research committee recommended a bond break between the drainage plane and stucco in drained assemblies, which "will require two layers of building paper or a layer of building paper over a plastic housewrap" ([Florida Building Commission Hurricane Research Advisory Committee, 2007](https://www.floridabuilding.org/FBC/commission/FBC_0507/HRAC/HRAC_Recmnds_Code_Amnds_and_Research.htm)). The same committee advised that the code "not be altered to require" elastomeric paints on stucco until micro-cracking was better understood ([Florida Building Commission Hurricane Research Advisory Committee, 2007](https://www.floridabuilding.org/FBC/commission/FBC_0507/HRAC/HRAC_Recmnds_Code_Amnds_and_Research.htm)). Those are committee records, not current code text.

Wendell Porter, a University of Florida researcher, said in a 2005 university news release that "Once you get south of Ocala, the majority of Florida homes have a stucco exterior," and early tests found simulated ordinary rain "did not soak through stucco-coated panels even after 10 hours of continuous exposure" ([UF/IFAS news release, 2005](https://blogs.ifas.ufl.edu/news/2005/09/15/stucco-may-have-been-wrongly-blamed-for-some-leaky-homes-says-uf-researcher)). That was a preliminary result from one researcher, which is how a careful site should describe it.

Cities also hold owners to a maintenance standard. Naples requires exterior walls to be "Maintained, weatherproofed and surfaces properly coated as needed to prevent deterioration" ([City of Naples Code section 16-285, 2026](https://library.municode.com/fl/naples/codes/code_of_ordinances?nodeId=PTIICOOR_CH16COREPRMARE_ARTVIIIPRMA_S16-285RECOPRMA)). A stucco page that explains what causes cracks and water intrusion, and what a proper repair involves, answers the question behind a repair search.

**ChatGPT
Do you need a license to do stucco work in Florida?
Florida bars local governments from requiring a license for plastering or stuccoing, or from requiring one to pull a permit for that work ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)). Collier County still lists a plastering card, so ask Collier before relying on that. Structural wall work needs a state license.

**Google AI Mode
Does re-stuccoing a house need a permit in Collier County?
Stucco applied directly onto concrete block on a detached single-family home is exempt in Collier County ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)). Stucco over wood, EIFS, brick, siding or metal lath still needs a permit, and other jurisdictions set their own rules.

**Perplexity
How many coats of stucco does the Florida code require?
At least three coats over lath and at least two coats applied directly over masonry or concrete ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). Each coat is kept moist for at least 48 hours before the next, and the finish coat waits at least seven days.

**Gemini
Do stucco cracks fail a condo milestone inspection?
Not by themselves. Florida law says cracks and peeling finishes are not substantial structural deterioration unless the engineer or architect decides they signal it ([Florida Statutes section 553.899, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.899)). The phase two report can still recommend repairs for damaged items.

**Copilot
How high above the ground does a stucco weep screed go?
On frame walls, at least 4 inches above the earth or 2 inches above paved areas, and it must let trapped water drain to the outside ([Florida Building Code Residential chapter 7, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-7-wall-covering)). The exterior lath covers and ends on the weep screed flange.

## What to Build First: Stucco Contractor SEO in Naples and Fort Myers

Start with a stucco repair page and a crack repair page, since repair is where the searches are. Then a licensing and insurance page, a code page on coats, lath and weep screed, a permit page for each jurisdiction, and a condo page on milestone inspections and reserve studies. Then project pages with photographs of real repairs.
A concrete order of work for a Southwest Florida stucco company.

- First stucco repair and crack repair, written in the homeowner's words.

- Second the licensing page: what Florida law says, what Collier lists, and which insurance you carry.

- Third the code page, with your crew's photographs of lath, weep screed and each coat.

- Fourth permit pages.

- Fifth the condo and association page for property managers and boards.

- Then the places. Unincorporated Collier near [Naples](https://seoeliteagency.com/naples-seo-services/) has the block-wall permit exemption and the plastering card question. Unincorporated Lee County near [Fort Myers](https://seoeliteagency.com/fort-myers-seo-services/) has its grandfathered license and the City of Fort Myers lists stucco as needing a permit. [Cape Coral](https://seoeliteagency.com/cape-coral-seo-services/) has its siding and lath inspection checklist, and [Bonita Springs](https://seoeliteagency.com/bonita-springs-seo-services/) has its own rules, which we read before writing that page.

- And then the project pages, each tied to a real job with before and after photographs. A complete [Business Profile](https://seoeliteagency.com/google-business-profile-optimization-services/) and steady [reviews](https://seoeliteagency.com/review-generation-services/) confirm what the site claims. If you work alongside [painting contractors](https://seoeliteagency.com/seo-for-painting-contractors/) or [pressure washing companies](https://seoeliteagency.com/seo-for-pressure-washing/), link each other's pages so the exterior story is complete.

If you would rather have this built and maintained than written between jobs, that is what we do, month to month, from Naples.
