# Epoxy Flooring SEO Built on Florida Code, Safety and Flood Rules

Epoxy flooring SEO in Southwest Florida is about proving a finish nobody can judge on the day it goes down. Whether a coating holds depends on things like slab moisture, which ASTM names as a cause of coating failure, and whether a restaurant floor passes depends on the food code. The coating company that explains those things, with the sources, is the one a careful buyer trusts.

## How Many People Search for Epoxy Floors in Naples and Fort Myers?

In the Ft. Myers-Naples market, "garage floor coating" averaged 590 Google searches a month, "epoxy garage floor" 390, "epoxy flooring" 320 and "polyaspartic floor coating" 110 ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)). That is about 1,410 searches a month, and "garage floor coating" rose 53 percent over the latest three months ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)).

We read these numbers ourselves in Google Keyword Planner on October 15, 2026, for the Ft. Myers-Naples DMA, covering October 2025 through September 2026.

Two things stand out. The garage is the biggest search, ahead of the searches that use the word epoxy, and polyaspartic floor coating is a search in its own right ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)). A site built around one epoxy floors page misses both. We build separate pages for garage floors, commercial and restaurant floors, and pool decks and lanais, with a page that explains the difference between coating chemistries in plain words.

The bids are modest. The top-of-page range for "epoxy garage floor" ran to $18.43 ([Google Keyword Planner, 2026](https://ads.google.com/home/tools/keyword-planner/)). Organic pages that answer the buyer's real questions are the cheaper, longer-lasting way to win those searches.

## Do Epoxy Floor Installers Need a License in Florida?

Florida law lists "flooring" among job scopes for which a local government may not require a license, and says a local government "may not require a state or local license to obtain a permit for such job scopes" ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)). Lee County repealed its "Concrete coatings" and "Flooring" license categories in 2023 ([Lee County Code of Ordinances chapter 16.5, 2026](https://library.municode.com/fl/lee_county/codes/code_of_ordinances?nodeId=PTIICOOR_CH16.5LECOCOLI_S16.5-4LOLICANOLORELI)).

The statute does not define flooring, and the state licensing agency's example names "wood or tile flooring," not resin coatings ([Florida Department of Business and Professional Regulation, 2026](https://www2.myfloridalicense.com/services-requiring-a-dbpr-license/)). Lee's repeal treats coatings and flooring as separate categories, and its code keeps a caution: "if the Florida Building Code governs a scope of work, and state law requires a license for that scope of work, a construction license issued by the State is required" ([Lee County Code of Ordinances chapter 16.5, 2026](https://library.municode.com/fl/lee_county/codes/code_of_ordinances?nodeId=PTIICOOR_CH16.5LECOCOLI_S16.5-4LOLICANOLORELI)). Work that crosses into slab repair or new concrete placement should be checked scope by scope.

Collier County's certificate of competency trades list has no flooring or floor-coating trade, but it does list "Concrete Placing and Finishing" ([Collier County Certificate of Competency Trades List, 2026](https://www.collier.gov/files/assets/county/v/2/growth-management/documents/contractor-licensing/local-licenses/trades-list.pdf)). We have not read that card's scope, so a coating company that grinds, patches or resurfaces slabs in Collier should ask the county where its work falls.

Advertising is where coating companies get caught. A local government may fine an unlicensed business that "Claims to be licensed in any offer of services, business proposal, bid, contract, or advertisement, but does not possess a valid competency-based license" or that "Claims to be insured" when the work is not covered by a general liability or workers' compensation policy ([Florida Statutes section 489.119, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.119)). And Florida's small-job exemption does not apply "To a person who advertises that he or she is a contractor" ([Florida Statutes section 489.103, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.103)).

So the honest site says what it is: a coating company, insured with a named policy, and licensed only where it holds a license. That is more persuasive than licensed and insured in the footer of a company that holds no license.

## Does a Garage Floor Coating Need a Permit in Collier or Cape Coral?

Not in Collier County, where "Flooring installation" is on the list of work for which permits are not required ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)). Cape Coral lists flooring replacement as work that may be reviewed for the state's under-$7,500 exemption, but says properties in the Special Flood Hazard Area are not eligible ([City of Cape Coral HB 803 page, 2026](https://www.capecoral.gov/departments/development_services/permitting_services_division/hb_803/index.php)).

Collier's ordinance opens its list with "Permits shall not be required for the following" and includes "Flooring installation" under building work ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)). For detached single-family homes in a flood hazard area, though, "Projects located within a designated flood hazard area are required to comply with the substantial improvement requirements and submit a cost breakdown for any work which may be exempted from permits" ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)).

Florida's 2026 exemption for single-family work under $7,500 excludes "Work on a property that is partially or entirely located in a flood hazard area" and "Any electrical, plumbing, structural, mechanical, or gas work," and the owner or contractor "must submit a written request for exemption to the local enforcement agency with a copy of the contract" ([Florida Statutes section 553.79, 2026](https://www.flsenate.gov/Laws/Statutes/2026/553.79)).

Cape Coral lists "Replacement of flooring and tile, excluding shower pans, shower receptors, or wet-area waterproofing systems" among examples that may be considered, but notes "Over 60% of Cape Coral properties are inside of the Special Flood Hazard Area (SFHA)," that "Properties in the Special Flood Hazard Area (SFHA) are not eligible," and that "Work may not begin until the exemption request has been reviewed and approved by the City" ([City of Cape Coral HB 803 page, 2026](https://www.capecoral.gov/departments/development_services/permitting_services_division/hb_803/index.php)).

Unincorporated Lee County's local exemption list is capped at $500 and does not name flooring ([Lee County Land Development Code section 6-117, 2026](https://library.municode.com/fl/lee_county/codes/land_development_code?nodeId=LADECO_CH6BUBURE_ARTIICOST_DIV3BUCO_S6-117IMRENOREPE)), and we did not find a Lee, Naples, Fort Myers or Bonita Springs rule that settles floor coatings either way. Those pages should be built from what each building department says in writing.

## What Does the Florida Building Code Say About Garage Floors?

For homes, "Garage floor surfaces shall be of approved noncombustible material," and the parking area "shall be sloped to facilitate the movement of liquids to a drain or toward the main vehicle entry doorway" ([Florida Building Code Residential chapter 3, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-3-building-planning)). Garages and carports in flood hazard areas must also be built to the code's flood section.

Carports follow the same rule: "Carport floor surfaces shall be of approved noncombustible material," with asphalt allowed at ground level, and "Garages and carports located in flood hazard areas as established by Table R301.2(1) shall be constructed in accordance with Section R322" ([Florida Building Code Residential chapter 3, 2023](https://codes.iccsafe.org/content/FLRC2023P1/chapter-3-building-planning)). A coating that fills or levels a slab should never undo the slope the code requires.

Commercial and public garages have their own rule: "Floor surfaces shall be of concrete or similar approved noncombustible and nonabsorbent materials" ([Florida Building Code Building chapter 4, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-4-special-detailed-requirements-based-on-occupancy-and-use)). In repair garages, the code permits "Slip-resistant, nonabsorbent, interior floor finishes" that meet a critical radiant flux limit tested under ASTM E648 or NFPA 253 ([Florida Building Code Building chapter 4, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-4-special-detailed-requirements-based-on-occupancy-and-use)).

For a residential coating company, a short page that explains why the coating goes over the code-required noncombustible slab, why the slope stays, and what changes in a flood-zone garage answers questions a homeowner may not know to ask, and it shows the work is done to code rather than to a brochure.

## What Floor Rules Apply to Commercial, Restroom and Pool Deck Coatings?

Commercial floors in exits and corridors must meet a minimum critical radiant flux class by occupancy ([Florida Building Code Building chapter 8, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-8-interior-finishes-and-decorative-materials)). Commercial restroom floors must be smooth, hard and nonabsorbent with a 4-inch integral wall base, and public pool wet decks must be nonabsorbent with a smooth slip-resistant finish installed to the manufacturer's specifications ([Florida Building Code Building chapter 12, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-12-interior-environment)).

The corridor rule reads: "The minimum critical radiant flux shall be not less than Class I in Groups I-1, I-2 and I-3 and not less than Class II in Groups A, B, E, H, I-4, M, R-1, R-2 and S" ([Florida Building Code Building chapter 8, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-8-interior-finishes-and-decorative-materials)). For restrooms outside dwelling units, floor finishes "shall have a smooth, hard, nonabsorbent surface," with a nonabsorbent base extending "upward onto the walls not less than 4 inches (102 mm)" ([Florida Building Code Building chapter 12, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-12-interior-environment)).

Public pools have specific deck rules. "Pool wet decks shall be constructed of concrete or other nonabsorbent material having a smooth slip-resistant finish," and "Wet deck area finishes shall be designed for such use and shall be installed in accordance with the manufacturer's specifications" ([Florida Building Code Building chapter 4, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-4-special-detailed-requirements-based-on-occupancy-and-use)). Sanitary facility floors at public pools must have "a smooth, slip-resistant finish" and slope to floor drains ([Florida Building Code Building chapter 4, 2023](https://codes.iccsafe.org/content/FLBC2023P1/chapter-4-special-detailed-requirements-based-on-occupancy-and-use)).

Federal accessibility rules add one line every commercial buyer should hear: "Floor and ground surfaces shall be stable, firm, and slip resistant" ([2010 ADA Standards for Accessible Design, 2010](https://www.ada.gov/law-and-regs/design-standards/2010-stds/)). A commercial page that names these rules and shows how your systems meet them, with the product data sheets, is worth more to a facilities manager than any before-and-after photo.

## Can a Restaurant Use an Epoxy Floor in Florida?

Yes, if it meets the food code. Florida's restaurant regulator adopts the FDA Food Code, which requires indoor floors in food areas to be "SMOOTH, durable, and EASILY CLEANABLE" and nonabsorbent where moisture is present ([FDA Food Code, 2017](https://www.fda.gov/media/110822/download)). The code allows antislip applications used for safety, and requires coved floor-to-wall junctures.

The state adoption is explicit. DBPR's rule incorporates Chapters 3 through 7 "of the Food Code, 2017 Recommendations of the United States Public Health Service/Food and Drug Administration" ([Florida Administrative Code Rule 61C-1.001, 2026](https://www.flrules.org/gateway/ruleNo.asp?id=61C-1.001)), and "the physical facilities at public food service establishments shall be subject to the provisions of Chapter 6, Food Code" ([Florida Administrative Code Rule 61C-4.010, 2023](https://www.flrules.org/gateway/ruleNo.asp?id=61C-4.010)). For retail food under FDACS, the state adopts "Chapters 1-7" of the 2022 Food Code ([Florida Administrative Code Rule 5K-4.002, 2026](https://www.flrules.org/gateway/ruleNo.asp?id=5K-4.002)).

The floor rules themselves are precise. Floors must be "Nonabsorbent for areas subject to moisture such as FOOD preparation areas, walk-in refrigerators, WAREWASHING areas, toilet rooms" ([FDA Food Code, 2017](https://www.fda.gov/media/110822/download)). Floors must be smooth "except for antislip floor coverings or applications that may be used for safety reasons" ([FDA Food Code, 2017](https://www.fda.gov/media/110822/download)). Where floors are not water-flushed, "the floor and wall junctures shall be coved and closed to no larger than 1 mm (one thirty-second inch)" ([FDA Food Code, 2022](https://www.fda.gov/media/110822/download)).

A restaurant owner reads this page differently from a homeowner. Show the cove detail, the slip-resistant texture you use in wet areas, and how your installs are timed around service. Restaurants are a separate market from garages and deserve their own page.

## What Does OSHA Require When Grinding Concrete for a Coating?

OSHA's construction silica standard applies to concrete grinding unless exposure stays below 25 micrograms per cubic meter ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)), and its Table 1 lists "Walk-behind milling machines and floor grinders." The listed controls are a water delivery system or a manufacturer-recommended dust collector with a filter of 99 percent or greater efficiency, plus HEPA vacuuming between passes indoors ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)).

For floor grinders, Table 1 offers two routes: "Use machine equipped with integrated water delivery system that continuously feeds water to the cutting surface," or "Use machine equipped with dust collection system recommended by the manufacturer," where the "Dust collector must provide the air flow recommended by the manufacturer, or greater, and have a filter with 99% or greater efficiency and a filter-cleaning mechanism" ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)). Indoors, "use a HEPA-filtered vacuum to remove loose dust in between passes" ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)).

Housekeeping is regulated too: "The employer shall not allow dry sweeping or dry brushing where such activity could contribute to employee exposure to respirable crystalline silica unless wet sweeping, HEPA-filtered vacuuming or other methods that minimize the likelihood of exposure are not feasible" ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)). The employer must also "establish and implement a written exposure control plan" and designate a competent person to inspect job sites ([OSHA 29 CFR 1926.1153, 2026](https://www.ecfr.gov/current/title-29/subtitle-B/chapter-XVII/part-1926/subpart-Z/section-1926.1153)).

This matters to buyers as much as to crews. A page that shows your dust controls tells a homeowner what they are paying for and tells a property manager how you protect an occupied building.

## What Should a Coating Company Say About Chemicals and VOCs?

Say what the regulators say. NIOSH lists "epoxy resins" and "amine hardeners" among chemicals that can cause allergic contact dermatitis ([NIOSH, 2011](https://www.cdc.gov/niosh/docs/2011-200/pdfs/2011-200.pdf)), OSHA notes isocyanates are used in polyurethane "surface coatings" ([OSHA isocyanates page, 2026](https://www.osha.gov/isocyanates)), and the federal VOC limit for "Floor coatings" is 400 grams per liter, a rule that binds manufacturers rather than installers ([U.S. EPA architectural coatings rule 40 CFR 59 Subpart D, 2026](https://www.ecfr.gov/current/title-40/chapter-I/subchapter-C/part-59/subpart-D)).

NIOSH advises, for example, to "use appropriate gloves when mixing epoxy resin to avoid skin contact" ([NIOSH, 2011](https://www.cdc.gov/niosh/docs/2011-200/pdfs/2011-200.pdf)). OSHA says "Isocyanates are the raw materials that make up all polyurethane products," and that "The main effects of hazardous exposures are occupational asthma and other lung problems" ([OSHA isocyanates page, 2026](https://www.osha.gov/isocyanates)). Whether a particular polyaspartic system contains isocyanates is a question for its safety data sheet, not a general claim.

The federal VOC rule defines a "Floor coating" as "an opaque coating with a high degree of abrasion resistance that is formulated and recommended for application to flooring," sets the limit for floor coatings at 400 grams VOC per liter, and applies to manufacturers: "Each manufacturer and importer of any architectural coating subject to this subpart shall ensure that the VOC content of the coating does not exceed the applicable limit" ([U.S. EPA architectural coatings rule 40 CFR 59 Subpart D, 2026](https://www.ecfr.gov/current/title-40/chapter-I/subchapter-C/part-59/subpart-D)).

On a website, the useful version is simple and checkable: name the products you install, link their safety data sheets, explain ventilation and cure times for occupied homes, and avoid words like nontoxic that no regulator uses for these products.

## Why Do Moisture Tests and Flood Ratings Matter for Epoxy in Florida?

Because moisture is a named cause of coating failure. ASTM says "Excessive moisture in floor slabs after floor covering has been installed can cause floor covering system failures such as debonding, peaking and deterioration of finish flooring and coatings" ([ASTM International F2170, 2020](https://store.astm.org/f2170-19a.html)). FEMA rates formed-in-place epoxy flooring acceptable as a flood damage-resistant floor finish.

Two tests are standard. ASTM F2170 "covers the quantitative determination of percent relative humidity in concrete slabs," and ASTM notes "Manufacturers of such systems generally require moisture testing to be performed before installation on concrete" ([ASTM International F2170, 2020](https://store.astm.org/f2170-19a.html)). ASTM F1869, the calcium chloride test, measures vapor emission from bare slabs and "shall not be used to evaluate moisture vapor emissions over coatings on concrete" ([ASTM International F1869, 2023](https://store.astm.org/f1869-23.html)).

For flood zones, FEMA's Technical Bulletin 2 lists "Epoxy flooring" as "Formed-in-place" and rates it "Acceptable" for floors ([FEMA Technical Bulletin 2, 2025](https://www.fema.gov/sites/default/files/documents/fema_tb_2_flood_damage-resistant_materials_requirements_01-22-2025.pdf)). It also explains that "the use of wet floodproofing measures is limited to enclosures below elevated buildings and attached garages" ([FEMA Technical Bulletin 2, 2025](https://www.fema.gov/sites/default/files/documents/fema_tb_2_flood_damage-resistant_materials_requirements_01-22-2025.pdf)).

A page that explains how you test a slab before coating, which test you use and why, and how the finish behaves in a garage that can flood is the clearest answer to the question a buyer has: will it peel? Leave the pass and fail numbers to the manufacturer's data sheet rather than inventing one.

**ChatGPT
Do epoxy floor installers need a license in Florida?
Florida bars local governments from requiring a license for flooring ([Florida Statutes section 489.117, 2026](https://www.flsenate.gov/Laws/Statutes/2026/489.117)), and Lee County repealed its concrete coatings and flooring licenses in 2023. Work that crosses into a state-licensed scope, such as structural slab repair, may still need a license.

**Google AI Mode
Do I need a permit to coat my garage floor in Collier County?
Collier lists flooring installation among work that does not require a permit ([Collier County Code of Ordinances section 22-26, 2026](https://library.municode.com/fl/collier_county/codes/code_of_ordinances?nodeId=PTICO_CH22BUBURE_ARTIIFLBUCO_S22-26ADADFLBUCO)). In a flood hazard area, a detached single-family project may still need a cost breakdown for substantial improvement review.

**Perplexity
Is epoxy a good floor for a garage that can flood?
FEMA rates formed-in-place epoxy flooring as acceptable for flood damage resistance ([FEMA Technical Bulletin 2, 2025](https://www.fema.gov/sites/default/files/documents/fema_tb_2_flood_damage-resistant_materials_requirements_01-22-2025.pdf)). The slab still needs proper moisture testing and preparation before coating, or the finish can fail.

**Gemini
Can a restaurant kitchen have an epoxy floor?
Yes, if it meets the food code. Floors in food areas must be smooth, durable, easily cleanable and nonabsorbent where wet, antislip applications are allowed for safety, and floor-to-wall junctures must be coved ([FDA Food Code, 2017](https://www.fda.gov/media/110822/download)).

**Copilot
Why test the slab for moisture before coating?
ASTM says excessive moisture in a slab can cause coating failures such as debonding and deterioration, and that manufacturers generally require moisture testing before installation on concrete ([ASTM International F2170, 2020](https://store.astm.org/f2170-19a.html)).

## What to Build First: Epoxy Flooring SEO in Naples and Fort Myers

Start with a garage floor page built on the code and the moisture tests, then a commercial and restaurant page built on the building and food codes. Then a dustless grinding page, a products and safety page, and a flood-zone garage page. Then one permit page for each place you work, and project pages with photographs of real floors.
A concrete order of work for a Southwest Florida coating company.

- First the garage floor page, because it is the biggest search.

- Second the commercial and restaurant page.

- Third dustless grinding.

- Fourth products, chemistry and safety data sheets.

- Fifth the flood-zone garage page.

- Then the places. Unincorporated Collier near [Naples](https://seoeliteagency.com/naples-seo-services/) exempts flooring installation from permits, and [Cape Coral](https://seoeliteagency.com/cape-coral-seo-services/) sits largely in the flood zone, which shapes how its exemption works. [Fort Myers](https://seoeliteagency.com/fort-myers-seo-services/) and [Bonita Springs](https://seoeliteagency.com/bonita-springs-seo-services/) have their own building departments, so their pages start from what those departments say. Unincorporated Lee County repealed its coatings and flooring licenses in 2023.

- And then the project pages: garages, lanais and pool decks, showrooms and restaurants, each tied to real jobs with photographs and the system used. A complete [Business Profile](https://seoeliteagency.com/google-business-profile-optimization-services/) with the same photographs and steady [reviews](https://seoeliteagency.com/review-generation-services/) confirm what the site claims. If you also install pavers on driveways and pool decks, the [paver contractor](https://seoeliteagency.com/seo-for-paver-contractors/) guide covers that side.

If you would rather have this built and maintained than written between jobs, that is what we do, month to month, from Naples.
